Peter's practice focuses on real estate development, land use, housing and development policy, as well as other government and regulatory matters. 


  • ​During his 17 years at Latham & Watkins in Los Angeles, he was a member of the Environment, Land and Resources Practice in which he specialized in all aspects of land use entitlements and real estate development, including use permits, zoning, permit enforcement, General Plan and CEQA issues. 

  • He previously served as Supervising Attorney of the Real Estate and Economic Development Practice Group at the City of Los Angeles Office of the City Attorney where he supervised four Divisions of Attorneys handling a wide range of economic and real estate development matters including land use, environmental, redevelopment, and public finance.

  • He also previously served as Principal Deputy County Counsel for the County of Los Angeles where he advised the Board of Supervisors, Regional Planning Commission, Regional Planning Department, and the Department of Public Works in all aspects of land development including land use entitlements and permits, land use litigation, subdivisions, CEQA, and zoning enforcement.
